Philip J. Dougan

Phil has worked for over two decades in strata property law and landlord/tenant matters. During that time, Phil appeared at every level of court in British Columbia, the Civil Resolution Tribunal, Residential Tenancy Tribunal, Human Rights Tribunal, employment matters and once or twice, applications to the Supreme Court of Canada (that did not proceed – phew!).

Phil keeps his practice focused on strata matters and landlord/tenant matters; and more often than not, landlord/tenant matters in a strata!

Phil teaches license renewal courses with the BCFSA which, among other property professionals, licenses property managers for strata and rental management. He is also involved with the Canadian Condominium Institute as a speaker at CCI seminars. Phil also teaches seminars facilitated through PAMA, the Professional Association of Managing Agents.

Outside of law, Phil is just as busy; his whole family are very involved in theatre. Phil’s wife produces children’s plays, and their children perform in many of them (and other productions). Plenty of ‘drama’ at home! Phil and Pam have eight children and three grandchildren (so far).

Silvano S. Todesco

Silvano has had a wide variety of legal experience, but focuses in the areas of strata law, real estate litigation, and commercial litigation. Silvano has appeared at every level of court in British Columbia.

Silvano has extensive experience and has made arguments before various administrative tribunals, including the Civil Resolution Tribunal, the Human Rights Tribunal, Residential Tenancy Board and the Office of the Information and Privacy Commissioner for BC.

Silvano became a lawyer later in life and he has had the benefit of over 12 years of previous business and management experience, most notably in the heavy equipment industry.

Working in this industry and working with people in a variety of businesses has provided Silvano with a keen business insight and a practical approach to law. Silvano views himself as a risk manager and takes every step in litigation as a business decision with a constant goal of reaching practical solutions.
His approach helps his clients reduce the economic impact of litigation as well as mitigating the stress that inevitably accompanies litigation.

Outside of work, Silvano is a jack of all hobbies. While hiking and traveling have always been a constant in his life, Silvano enjoys trying as many new things as possible. Silvano also enjoys cooking and sampling wines from all over the world, and particularly working his way through all of the Okanagan vineyards. But not all at once. That would be wrong.

James Vander Woude

James has recently joined the Citadel team after taking a ten-year hiatus from the practice of law to go help run a church in Vancouver. Now he’s back in the legal world and helping out with all things strata as well as some landlord-tenant matters and general litigation. He has appeared before the Provincial and Supreme Courts of BC, and ages ago he appeared before the Provincial Court and Court of Queen’s Bench of New Brunswick.

James enjoys the intense practicality of the law – there’s a problem to solve! – along with the highly detailed and sometimes weird world that is our legal system. Most of all he enjoys helping people successfully navigate it all to a great result.

When he’s not lawyering, James enjoys living, camping and traveling with his wife, Liezl and their three children. He is currently reading a five-part study of the life of Lyndon Baines Johnson, 36th president of those folks just to the south of us. He claims it’s very interesting, is causing him to lose faith in the political system and humanity in general, and expects to be finished some time in 2028.

Justin
Robinson

Justin practices in the areas of strata property law, and landlord-tenant matters primarily. He has represented many clients dealing with the Civil Resolution Tribunal, and Residential Tenancy Branch, and was trained in navigating complex disputes involving strata governance, property damage claims, bylaw enforcement, and tenancy rights.

Justin earned his JD degree at UBC in 2024, and began his legal career articling at a Citadel Law Corporation, where he developed a deep understanding of the legal and practical challenges faced by strata corporations, owners, tenants, and property managers.

In addition to his litigation experience, Justin regularly assists with drafting bylaws, attending general meetings, and advising strata corporations on compliance with the Strata Property Act.

Outside of work, Justin enjoys running, cooking, playing basketball or volleyball, and spending time with his family.

Arash Rowshanzamir

Arash is an experienced litigator, having spent the better part of the past 10 years practicing in various civil litigation fields in Toronto and Vancouver. He has worked predominantly in insurance contexts, though he has represented clients in all sorts of legal proceedings. He has run numerous trials at the Supreme Court of British Columbia and has appeared regularly at the Ontario Superior Court of Justice as well as various administrative tribunals across Canada.

Arash received his undergraduate degree from the University of Toronto in 2008. He graduated with High Distinction and was awarded the silver medal at St. Michael’s College. He subsequently received his law degree from Queen’s University where he was awarded the Brown & Korte Barristers Scholarship for highest standing in insurance law as well as the K. Venkata Raman Memorial Scholarship for highest standing in international economics.

He was called to the bar in Ontario in 2013 and returned to British Columbia in 2017. Arash is an avid traveller and resides in the Lower Mainland with his wife and young daughter.
